MAJOR WIN: Gov. Youngkin’s Unlawful Attempt to Withdraw from RGGI is Overturned

In 2023, FACS joined in the lawsuit against Gov. Youngkin’s unlawful attempt to withdraw Virginia from the Regional Greenhouse Gas Initiative (RGGI). Although FACS was dismissed from the case for lack of standing, the legal battle moved forward with the Southern Environmental Law Center and their client the Association of Energy Conservation Professionals. Last month, the Circuit Court of Floyd County ruled that the Virginia State Air Pollution Control Board, Department of Environmental Quality, and its director’s regulatory action removing Virginia from RGGI was “unlawful and without effect.”

  • Parks: Fairfax County Park Authority (FCPA) is considering implementing a sliding fee scale that adjusts service costs based on income to improve park access for low-income residents.
  • Restructuring: Loudoun Supervisors proposed recommendations that will be implemented to restructure and rename their General Services Department to improve the county’s environmental and energy program management.
  • Healthy Schools: Harrisonburg City Schools celebrated Farm to School Week by recognizing an initiative to bring more natural foods into schools. They held several events to promote education around nutrition, including visiting local farms and honoring cafeteria staff.
  • Eco-Anxiety: In a national survey, U.S. youth report significant climate anxiety and a pessimistic outlook on the future, with a growing demand for aggressive climate policies to counter the harmful impacts of climate change.

City of Alexandria Hub Updates

The Alexandria Hub hosted a special hybrid meeting featuring Ryan Freed, head of the city’s Office of Climate Action (OCA). After a reception, FACS Staff Andreana Jinjue Lin gave an overview of FACS’ three major programs and Ryan Freed shared current climate threats in the city. Freed provided a summary of the city’s extensive 2040 Environmental Action Plan, highlighted how the OCA’s programs interacts with the community, and explained what residents can do to contribute to improvements in the city.

Important Notice: In lieu of a monthly December meeting, the Alexandria Hub is partnering with the Arlington Hub to discuss legislative priorities at the Virginia Conservation Network’s General Assembly Preview on the morning of Sat., Dec. 6. FACS Alexandria Hub members are highly encouraged to attend (see “Upcoming Events & Opportunities” for more information).

Arlington County Hub Updates

At the Arlington Hub’s monthly meeting, they had an uplifting discussion with the leaders of Arlington’s newly revitalized Climate Policy Office (CPO). The leaders shared that all actions will be anchored in environmental justice since underserved communities are those first impacted by climate change and that the County is committed to a just transition for a carbon-free future.

Important Notice: The December Hub meeting is moving to Wed., Dec. 11, at 7 PM on Zoom. They’ll have an informal discussion about home energy improvements with Scott Donelson, President of Home Energy Medics, a local, residential energy performance company.

Fairfax County Hub Updates

Important Notice: In lieu of their standard monthly meeting, the Fairfax Hub encourages its members to join FACS in preparing for Virginia’s legislative session on Dec. 7 at their General Assembly Preview watch party in Arlington OR tune in virtually.

Loudoun Hub Updates

The Loudoun Hub has a follow-up meeting with Del. David Reid on Dec. 12 to discuss data center legislation for the 2025 General Assembly session. They have plans to meet with the next state Senator after the Jan. 7 special election. The Hub has been actively advocating for battery-powered lawn equipment, sharing the county’s pro-climate actions (e.g. C-PACE); and talking with congregations about energy efficiency grants and potential solar for their properties. They learned about the Loudoun Environmental Education Alliance (LEEA) from Board Chair Mark Pankau, who is also a recipient of the 2024 Page Hutchinson Environmental Educator of the Year award.

FACS’ Loudoun Hub Leader, Rev. Dr. Jean Wright, wishes everyone holiday greetings and shares the following message: “As we celebrate the shortest day on December 21, remember that “One kind word can warm three winter months” (Japanese Proverb).

Central Valley Hub Updates

Organized by Shalom Mennonite Congregation’s Climate Team, over 30 advocates from five different congregations rallied in front of the Harrisonburg Courthouse on Nov. 11, the first day of the global COP 29 Climate Fast, the United Nations’ Climate Summit taking place in Azerbaijan. They held signs expressing their concerns for the climate crisis, sang songs, contributed individual sentence prayers, wrote fast commitments on a large sheet of paper, and signed a petition to President Biden asking for bold action.
